We've moved to Yellow, despite the data not indicating we should, so analyzing this data is a bit of a fools errand. The difference between Red and Yellow isn't that much anyway, and people weren't abiding by the rules of Red anyway, so it probably doesn't make a huge difference. The next phase is Green and that makes a bigger difference in daily life. They've changed the metrics a bit from the yellow. They are now: 

  1. Stable, decreasing, or low confirmed case counts, past 2 weeks compared to previous 2 weeks
  2. Contacts of cases are being monitored
  3. PCR positivity rate < 10% in past 14 days
  4. Hospital bed use is 90% or lower per district population

We are lacking in 1 and 3. I haven't been able to find Hospital bed use in Chester County, but we appear to be okay with that for now.

Here is what the 14 day trends look like, for this we need it to be negative so that there are fewer in the last 14 days than the previous 14 days.

We seem to be around 10 percent, but we likely need a bit more testing
